What I Stand For - THE BASIC PRINCIPLES“I believe . . . diligence is the price of freedom.”It is not the purpose of government to decide what is important for the people, but for the people to tell the government what is important. The justification of government is to carry out the purposes of the people in doing what they cannot individually do for themselves. Long range planning - We must take our Texas government proactively into the 21st Century. This demands solutions to problems without a “band-aid” patchwork approach which merely puts off serious issues until another day. Transparency in government - We need more sunshine (transparency) in Austin to insure that legislative initiatives, contracts and decisions are consistent with the purposes of the people and NOT for enriching a few in power. Accountability - The people must be a party to how their money is being spent and how contracts are made. In-depth public review of accounts and contracts MUST take place to insure that funds are spent efficiently and effectively. No secret deals, or contracts awarded without competitive bidding will be tolerated. In the Legislature, the recent constitutional amendment requiring the recording of voting on final passage of a Bill is a good start. However, every vote on a Bill or amendments to a Bill should record how each legislator voted. SPECIFIC ISSUES · Developing educational initiatives to improve our educational system. Superior public education for all our children in the changing technological world community. Allocating more of the existing funds directly to the classrooms. · Planning for the population growth in our communities. A fair and equitable balance between community growth, our environment and private property rights. · Keeping our public roads public. The roads that we have paid for in our taxes should not be converted to toll roads. No double taxation of citizens and untold profit for private companies. · Insuring energy and water availability. We cannot solve existing energy and water issues with 19th and 20th Century methods and thinking. We must look toward the future, seeking and using the latest technology for the 21st Century. While costs may be higher now, in the short run, these innovative systems are our future and costs will continue to decline as the technology matures. Even now, as energy costs soar, the economy of these new systems becomes more practical. We must make it happen. Solar energy, wind energy, bio-thermal and desalinization of sea water may seem exotic and a little far fetched to many. However, as we approach the close of the petroleum era, we have no choice but to seek new resources. We must choose wisely – and must also pursue conservation actively - or the costs we think high now will seem cheap. I have toured wind farms in California and Texas, consulted with experts and those who operate these systems, studied available data, attended symposiums and forums and talked with those who live with or near new systems. I am ready to work with our communities to help find appropriate solutions for energy and water independence - while preserving our quality of life. Public awareness and educational efforts must go hand in hand to better identify the benefits of these new alternate energy resources. Incentives and tax credits for business, agriculture and residential usage have been utilized in Texas on a local basis and should be extended and expanded to assist in bringing the benefits of this new technology to the people. Many commercial organizations have already invested in alternative energy systems and more are ready and willing to use them if incentives are available. I will work to make alternative energy and water resources part of our legislative package. · Controlling immigration. Awareness of our Texas border communities’ needs. Awareness of the agriculture communities’ needs. Awareness of private property rights at the border. Enforcing our existing laws. Working with the Federal government to develop reasonable methods of identifying and limiting foreign visitors while maintaining the integrity and security of our borders. Utilizing public funds wisely. · Social Security, Veterans benefits and Retired Teachers. Initiating and voting for bills to provide for those who have served in defending our country, taught our children and to provide and protect our elderly. .
